The Phase-Out and Eventual Closure of Metropolitan Corporate Academy (15K530)

I. Description of the subject and purpose of the proposed item under consideration.

Beginning in the 2010-2011 school year, Metropolitan Corporate Academy (15K530, “Metropolitan Academy”), an existing school serving grades 9-12, will be phased out of operation. Metropolitan Academy is housed in school building K806 (hereinafter referred to as “K806”), located at 362 Schermerhorn Street, Brooklyn in Community School District 15 (“District 15”). A District 75 Program (75K753, “District 75 K753”) is currently co-located with Metropolitan Academy at K806. The 2008-2009 target utilization rate of K806 was 97%, and its target capacity was 517.

In the 2010-2011 school year, Metropolitan Academy will begin phasing out one grade level per year. Grade 9 will be eliminated in 2010-2011; grade 10 will be eliminated in 2011-2012; and grade 11 will be eliminated in 2012-2013. Metropolitan Academy will close in June 2013.

The educational impact statement for this proposal has been amended to reflect that the DOE now proposes to use the space made available by the phase-out and eventual closure of Metropolitan Academy to house a new transfer school, 15K749. This proposal is the subject of a separate educational impact statement published on January 8, 2010, and expected to be voted on by the Panel for Education Policy at its February 24, 2010 meeting.

The Phase-out and Eventual Closure of KAPPA II (05M317)

I. Description of the subject and purpose of the proposed item under consideration.

Beginning in the 2010-2011 school year, KAPPA II (05M317, “KAPPA II”), an existing school serving grades 6-8, will be phased out of operation. KAPPA II is housed in school building M030 (hereinafter referred to as “M030”), located at 144-176 East 128 Street, Manhattan in Community School District 5 (“District 5”). KAPPA II is currently co-located with P.S. 30 Hernandez/Hughes (05M030, “P.S. 30”) and P.S. 138 (75M138, “P.S. 138”) at M030. M030’s 2008-2009 target utilization rate was 69%, and its target capacity was 1,297.

In 2010-2011, KAPPA II will begin phasing out one grade level per year. Grade 6 will be eliminated in 2010-2011, and grade 7 will be eliminated in 2011-2012. KAPPA II will close in June 2012.

District 5 will continue to have sufficient seats to serve its middle school students with the phase-out and closure of KAPPA II. This proposal will allow resources currently allocated to KAPPA II to be repurposed and for middle school students to be served in existing high quality District 5 middle schools.

The educational impact statement for this proposal has been amended to reflect that the DOE now proposes to use the space made available by the phase-out and eventual closure of KAPPA II to house grades K-4 of an existing charter school, Harlem Success Academy 2 (84M384, “HSA 2”). This proposal is the subject of a separate educational impact statement published on January 8, 2010, and expected to be voted on by the Panel for Education Policy at its February 24, 2010 meeting.

The Phase-out and Eventual Closure of Academy of Collaborative Education (05M344)

I. Description of the subject and purpose of the proposed item under consideration.

Beginning in the 2010-2011 school year, Academy of Collaborative Education (05M344, “ACE”), an existing school serving grades 6-8, will be phased out of operation. ACE is housed in school building M092 (hereinafter referred to as “M092”), located at 222 West 134 Street in Manhattan in Community School District 5 (“District 5”). ACE is currently co-located with P.S. 92 Mary Bethune McLeod (05M092, “P.S. 92”) and St. HOPE Leadership Academy Charter School (05M388, “St. HOPE Leadership”) at M092. The 2008-2009 utilization rate of M092 was 84%, and its target capacity was 849.

In the 2010-2011 school year, ACE will begin phasing out one grade level per year. Grade 6 will be eliminated in 2010-2011, grade 7 will be eliminated in 2011-2012, and ACE will close in June 2012.

District 5 will continue to have sufficient seats to serve its middle school students with the phase-out and closure of ACE. This proposal will allow resources currently allocated to ACE to be repurposed and for middle school students to be served in existing high quality District 5 middle schools. Relocation of an Existing School, 09X204, to X338

I. Description of the subject and purpose of the proposed item under consideration.

In the 2010-2011 school year, 09X204 (hereinafter referred to as “P.S. 204”), an existing zoned elementary school serving grades K-5, will be housed in school building X338 (hereinafter referred to as “X338”) located at 1740 Macombs Road, Bronx, in Community School District 9 (“District 9”). A newly constructed school facility, X338 has a capacity of 642. X338 is located within P.S. 204’s current zone, and there will not be a zoning change related to the relocation.

09X204 is currently split-sited in X824 at 108 West 174th Street, Bronx, NY, and X980 at 1732 Davidson Avenue, Bronx, and serves grades K-5. In 2010-2011, it will move to X338 and will continue to serve grades K-5 in X338 with an enrollment of 315-400 students. The relocation of P.S. 204 will provide the school with sufficient space to accommodate all zoned students. This proposal will help to improve elementary school options for students in the northern area of District 9.

At this time, there is no plan for the use of additional space in X338. Any proposal to site an additional school in the building will be addressed in a separate educational impact statement. After P.S. 204 moves out of X824 and X980, X824 will be used to house Carl C. Icahn South Bronx Charter School, an existing school, and X980 will be used to house a District 79 GED program.

Beginning in the 2010-2011 school year, Christopher Columbus High School (11X415, “Christopher Columbus”), an existing school serving grades 9-12, will be phased out of operation. Christopher Columbus is housed in school building X415 (hereinafter referred to as “X415”), located at 925 Astor Avenue, Bronx in Community School District 11 (“District 11”). Christopher Columbus is co-located with Global Enterprise High School (11X541, “Global Enterprise”), Collegiate Institute for Math and Science (11X288, “Collegiate Institute”), Astor Collegiate (11X299, “Astor Collegiate”), and Pelham Preparatory (11X542, “Pelham Preparatory”) at X415. A District 75 program (75X010, “District 75 X010”) is also located at X415. The 2008-2009 target utilization rate of X415 was 103%, and its target capacity was 3,209.

In 2010-2011, Christopher Columbus will begin phasing out one grade per year. Grade 9 will be eliminated in 2010-2011; grade 10 will be eliminated in 2011-2012; and grade 11 will be eliminated in 2012-2013. Christopher Columbus will close in June 2013.

The phase-out and eventual closure of both Global Enterprise and Christopher Columbus will create available space in X415 to house Knowledge and Power Preparatory Academy International High School (10X374, “KAPPA”), an existing DOE school. KAPPA is a high-performing high school currently located in District 10 in the Bronx that must move from its current location in order to grow to its full grade scale of 9-12. KAPPA currently serves grades 9-11 and will serve grades 9-12 in 2010-2011. This proposal addresses the need to provide higher quality high school options throughout the City.

The educational impact statement for this proposal has been amended to reflect that the DOE now proposes to use the space made available by the move of KAPPA to X415 to house a new school in X435. I. Description of the subject and purpose of the proposed item under consideration.

Beginning in the 2010-2011 school year, Alfred E. Smith Career and Technical Education High School (07X600, “Alfred E. Smith”), an existing school serving grades 9-12, will be phased out of operation. Alfred E. Smith is housed in school building X600 (hereinafter referred to as “X600”), located at 333 East 151 Street, Bronx in Community School District 7 (“District 7”). There are no other schools currently located in X600. The 2008-2009 target utilization rate of X600 was 75%, and its target capacity was 1,562.

In the 2010-2011 school year, Alfred E. Smith will begin phasing out one grade per year. Grade 9 will be eliminated in 2010-2011; grade 10 will be eliminated in 2011-2012; and grade 11 will be eliminated in 2012-2013. Alfred E. Smith will close in June 2013.

The educational impact statement for this proposal has been amended to reflect that the DOE is considering using the space made available by the phase-out and eventual closure of Alfred E. Smith to house additional schools. Any future proposal to move an existing school into this space or to site multiple schools in the building will be addressed in a separate educational impact statement.

Co-location of Lefferts Garden Charter School with P.S. 92

I. Description of the subject and purpose of the proposed item under consideration.

Lefferts Garden Charter School ("Lefferts Garden"), a new public school, will open in school building K092 (hereinafter referred to as “K092”) in 2010-2011 and will remain until the construction of a private facility to which it will eventually move is completed. Lefferts Garden will open in 2010-2011 serving grades kindergarten and 1 with an enrollment of 90-110 students. An additional grade will be added each school year until the school reaches its full K-5 grade scale in 2014-2015. At scale, Lefferts Garden will have an enrollment of 300-350 students.

K092 is located at 601 Parkside Avenue, Brooklyn in Community School District 17 (“District 17”). K092 currently houses P.S. 92 Adrian Hegeman (17K092, “P.S. 92”), an existing school serving grades Pre-Kindergarten-5. P.S. 92 will remain in K092 at its current grade configuration and will be co-located with Lefferts Garden until the construction of a private facility is completed. K092 has a capacity of 1,060 and its 2008-2009 target utilization rate was 60%. K092 has sufficient space for P.S. 92 and Lefferts Garden to operate at full organizational capacity and for Lefferts Garden to reach its full grade scale.

The New York Charter Schools Act enables the creation of charter schools, which are independently run and publicly funded.

The Charter Schools Act states that charter schools shall be held to “performance-based” accountability systems and must meet measurable student achievement results. The DOE and the State University of New York (SUNY) hold schools they authorize to a minimum standard of 75% of students achieving proficiency.

This proposal addresses the need to provide high quality elementary school options throughout District 17 and will help alleviate overcrowding in elementary schools in the Flatbush / Prospect Park South neighborhood.

Co-location of Explore Empower Charter School with M.S. 294

I. Description of the subject and purpose of the proposed item under consideration.

In the 2010-2011 school year, Explore Empower Charter School (84K742, “Explore Empower”), an existing charter school currently serving students in grades Kindergarten-2, will move from its current location in Community School District 17 (“District 17”) to school building K210 (hereinafter referred to as “K210”), located at 188 Rochester Avenue, Brooklyn, also in District 17. Once it is located in K210, Explore Empower will continue to add one grade per year until it reaches its full growth in the 2015-2016 school year as a Kindergarten-8th grade school, pending renewal in 2014 by Explore Empower’s authorizer, the New York City Department of Education.

Explore Empower is currently housed in school building K138, located at 760 Prospect Place, Brooklyn and is co-located with P.S. 138 Brooklyn (17K138, “P.S. 138”), a Pre-Kindergarten-8 school. The space made available in K138 will be used to serve additional Pre-Kindergarten-8 grade students at P.S. 138.

M.S. 394 (17K394, “M.S. 394”), an existing school serving grades Pre-Kindergarten-8, is currently housed in K210 and will remain in the building at its current grade configuration. Pending final approval of its grade expansion application by the State University of New York State Board of Trustees, the school’s authorizer, Community Partnership Charter School (84K702, "Community Partnership"), an existing public school serving grades Kindergarten-5, will implement a grade reconfiguration plan to change its current grade configuration to Kindergarten-8. The State University of New York Board of Trustees will vote on the proposed grade expansion at their January 15, 2010 meeting, Community Partnership is currently housed in school building K270 (hereinafter referred to as “K270”), located at 241 Emerson Place, Brooklyn in Community School District 13. If the grade expansion is approved, Community Partnership will in September 2010, move its grade 5 to a building in District 13, school building K256 (hereinafter referred to as “K256”) located at 114 Kosciusko Street. Eagle Academy II and Mott Hall IV will remain in K271. Eagle Academy II, which opened as a new school in K271 in 2008, currently serves grades 6-7 and has an enrollment of 147 students. It will continue to add one grade per year until the school reaches its full 6-12 grade scale in 2014-2015. Mott Hall IV serves grades 6-8 and has an enrollment of 218 students.

P.S. 284 Lew Wallace (23K284, “P.S. 284”), an existing school serving grades PreKindergarten-8, is currently housed in K284 and will be co-located with Leadership Prep Brownsville. K284 has a capacity of 967, and its 2008-2009 target utilization was 61%. K284 has sufficient space to accommodate P.S. 284 at its current grade configuration and Leadership Prep Brownsville at a K-4 grade span. An assessment of the available space in the K284 building will be performed in the 2012-2013 school year when Leadership Prep Brownsville reaches grades Kindergarten – 4 to determine whether additional rooms can be allocated to the school within the K284 building. If there is sufficient space in K284, Leadership Prep Brownsville will continue to add one grade per year in K284 until it reaches its full planned grade scale of K-8 in the 2016-2017 school year if additional space is not available the Department of Education will identify another location for grades 5-8 of Leadership Prep Brownsville. In 2012-2013, Leadership Prep will have 240-260 students, K-4. At scale, Leadership Prep Brownsville will have an enrollment of 610-640 students. If there is not sufficient space for Leadership Prep Brownsville to grow in K284, alternative siting plans will be explored. K284 is located at 213 Osborn Street, Brooklyn.

Co-location of Achievement First Charter School with I.S. 302

I. Description of the subject and purpose of the proposed item under consideration.

In the 2010-2011 school year, a new Achievement First K-8 charter school (“Achievement First”) will open in school building K302 (hereinafter referred to as “K302”), located at 350 Lindwood Street, Brooklyn in Community School District 19 (“District 19”). Achievement First will open with approximately 120-150 Kindergarten and grade 1 students in 2010-2011 and will grow to approximately 300-350 students in grades K-4 served in K302. The location of the school’s 5-8 grades will be determined in the future based on available space in the district.

I.S. 302 (19K302) and P.S./I.S. 89 (19K089) are currently housed in K302. Prior to the start of the 2010-2011 school year, P.S./I.S. 89 will move to a new facility located at 265 Warwick Street also in District 19 and will no longer serve students in K302. I.S. 302 serves students in grades 6-8 and will be co-located with Achievement First.

K302 (main building and temporary classroom units) has a capacity of 1,829 and its 2008-2009 target utilization rate (including I.S. 302 and P.S./I.S. 89 enrollment) was 71%. With the departure of P.S./I.S. 89, the K302 building will be at 56% target utilization. There is sufficient space in the building to house I.S. 302 and Achievement First’s K-4 grades.

The New York Charter Schools Act enables the creation of charter schools, which are independently run and publicly funded. The Charter Schools Act states that charter schools shall be held to “performance-based” accountability systems and must meet measurable student achievement results. The DOE and the State University of New York (SUNY) hold schools they authorize to a minimum standard of 75% of students achieving proficiency.

The co-location of Achievement First in K302 will create more school options for parents and families in District 19, specifically an additional K-8 option.

The 2008-2009 target utilization rate of K328 was 58%, and its target capacity is 1,025. K328 has sufficient space for Hyde II and P.S. 328 to operate at full organizational capacity through the 2011-2012 school year, at which time Hyde II will serve grades K-2. Before the start of the 2012-2013 school year the Department of Education will reevaluate the available space in the building to determine whether Hyde II can remain in the K328 building.

Re-Siting of Francis Perkins Academy and Co-location with Existing Schools in K480

I. Description of the subject and purpose of the proposed item under consideration.

Beginning in the 2010-2011 school year, Francis Perkins Academy (14K632 hereinafter referred to as “Perkins”), an existing school serving students in grades 9-10, will move from its current location in Community School District 14 (“District 14”) to the Bushwick High School Campus (the “Bushwick Campus”), located at 400 Irving Avenue, Brooklyn in Community School District 32 (“District 32”). Perkins is a new high school that opened in 2008-2009 and is currently in the process of growing to its full 9-12 grade scale. The school will serve grades 9-11 in 2010-2011 and will reach its full grade scale in 2011-2012.

Perkins is currently housed in the Automotive Trades Vocational High School Campus (the “Automotive Campus”), located at 50 Bedford Avenue, Brooklyn, and it is co-located with Automotive High School (14K610, “Automotive”), a high school serving grades 9-12. Automotive will remain the Automotive Campus following Perkins’s move. At this time, there are no plans for the use of space made available at the Automotive Campus by the move of Perkins.

There are currently four high schools located at the Bushwick Campus: (1) the Bushwick School for Social Justice (“Social Justice”); (2) the Academy of Urban Planning (“Urban Planning”); (3) the Academy for Environmental Leadership (“Environmental Leadership”); and (4) the New York Harbor School (“Harbor School”). Perkins will co-locate with Social Justice, Urban Planning, and Environmental Leadership. Before the start of the 2010-2011 school year, the Harbor School will move from its current location to school building M877 on Governor’s Island.

The 2008-2009 target utilization rate of the Bushwick Campus was 90%, and its target capacity was 1,212. The building has sufficient space to accommodate Perkins, Social Justice, Urban Planning, and Environmental Leadership at full organizational capacity. The relocation of Perkins will provide the school with sufficient space to grow to serve their students in grades 9-12 and will provide an additional high school option to students in Bushwick.

Co-location of new School 15K749 with Existing Schools in K806

I. Description of the subject and purpose of the proposed item under consideration.

In the 2010-2011 school year, 15K749, a new transfer school that will serve only male students in grades 9-12, will open in school building K806 (hereinafter referred to as “K806”), located at 362 Schermerhorn Street, Brooklyn, in Community School District 15 (“District 15”). Transfer schools are small, academically rigorous, diploma granting high schools designed to re-engage students who are over-age and under-credited or have dropped out of high school. Interested students apply directly to the transfer school through its school-based process.

15K749 will open with approximately 125-150 students in 2010-2011 and will grow to scale with approximately 200-250 total students in 2011-2012. 15K749 will be co-located with a District 75 program (“75K753”) in K806 and, until June 2013, with Metropolitan Corporate Academy (15K530, “Metropolitan Academy”). The Department of Education (“DOE”) has proposed the phase-out and eventual closure of Metropolitan Academy, which will be voted on by the Panel for Education Policy on January 26, 2010. Pending approval of that proposal, Metropolitan Academy will eliminate one grade each year beginning in 2010-2011 and will close in June 2013. The siting of the new transfer school, 15K749, in K806 is contingent upon approval of the DOE’s proposal to phase out and close Metropolitan Academy.

The 2008-2009 target utilization rate of K806 was 97%, and its target capacity was 517. K806 has sufficient space to accommodate Metropolitan Academy, 75K753, and 15K749 during the course of the phase-out of Metropolitan Academy and the phase-in of 15K749. The opening and eventual full phase-in of 15K749 will increase high quality educational options in Brooklyn.

Approximately 200-250 seats will be created by the opening and eventual full phase in of 15K749. These additional seats will increase the number of transfer school options for students in Brooklyn.

In the 2010-2011 school year, P.S. 138 (75M138, “P.S. 138”), an existing District 75 school that is sited in multiple locations, will move some sections of its K-5 program located in school building M033 (hereinafter referred to as “M033”) to the American Sign Language school building (hereinafter referred to as “M047”), located at 225 East 23rd Street, also in District 2. M047 currently houses 47 The American Sign Language and English Secondary School (02M047, “47”), The 47 American Sign Language and English Lower School (02M347, “347”), and a 6-12 program of P.S. 138

P.S. 138’s grades K-5 are currently housed at M033, located at 281 9th Avenue in District 2. The DOE has proposed that the space vacated by the P.S. 138 sections that would leave M033 be used to house M.S. 260 Clinton School for Writers and Artists (“Clinton”), a District 2 middle school serving grades 6-8. This proposal is the subject of a separate educational impact statement that will be voted on by the Panel for Educational Policy at its January 26, 2010 meeting, along with this proposal. Thirty-two P.S. 138 students, whose needs call for integration in a hearing environment that does not use sign language, will remain at M033.

The 2008-2009 target utilization rate of M047 was 75%, and its target capacity is 576. M047 has sufficient space for P.S. 138 and the other schools located in the building to operate at full organizational capacity.

The move of certain sections of P.S. 138 from M033 to M047 will address the need to create additional elementary capacity in the West Village and Chelsea areas of District 2, by allowing Clinton to move from its current location in the M011 building top M033. This move will allow P.S. 11, an elementary school serving zoned students and co-located with Clinton at M011, to expand.

Re-Siting of High School for Excellence and Innovation and Co-location with J.H.S. 52

I. Description of the subject and purpose of the proposed item under consideration.

In the 2010-2011 school year, High School for Excellence and Innovation (06M423, “HSEI”), an existing transfer school, will move from its current location in Community School District 6 (“District 6”) to school building M052 (hereinafter referred to as “M052”), located at 650 Academy Street, Manhattan in Community District 3. Transfer schools are small, academically rigorous, diploma granting high schools designed to re-engage students who are over-age and under-credited or have dropped out of high school. Each transfer school determines its own criteria for admission. Interested students apply directly to the transfer school through its school-based process. HSEI is a transfer school specifically designed to serve over-age, under-prepared entering 9th graders. Articulating 8th graders who will turn 16 by December 31, 2010, have completed the citywide high school admissions process, and have received a high school placement may apply to HSEI through its school-based process.

HSEI opened in the 2009-2010 school year. It currently serves grade 9 and is in the process of gradually phasing in grade levels until it reaches its full 8-12 grade scale in 2013-2014. HSEI is currently housed in school building M856 (hereinafter referred to as “M856”), located at 4111 Broadway, Manhattan in District 6. This re-siting will allow HSEI to grow to scale; there is not enough space in M856 for HSEI to exist at scale. There are no other schools co-located in M856 with HSEI in M856. There are no current plans to use the space made available in M856 by the move of HSEI.

M052 has a capacity of 1,442, and its 2008-2009 utilization rate was 64%. J.H.S. 052 Inwood (06M052, “J.H.S. 52”), a middle school serving grades 6-8, is currently housed in M052. HSEI will co-locate with J.H.S. 52 at M052. M052 will have sufficient space for HSEI and J.H.S. 52 to operate at full organizational capacity. The move of HSEI will make space available for HSEI to complete its phase-in and operate at scale.

Grade Expansion of Girls Prep Charter School

I. Description of the subject and purpose of the proposed item under consideration.

Pending final approval of the charter grade expansion application by the Board of Regents, in the 2010-2011 school year, Girls Preparatory Charter School of New York (84M330, “Girls Prep”), an existing single-sex charter school serving grades K-5, will implement a gradual grade reconfiguration plan to expand its current grade configuration to K-8.

Girls Prep is housed in school building M188 (hereinafter referred to as “M188”), located at 442 East Houston Street, Manhattan in Community School District 1 (“District 1”). Girls Prep is currently co-located with two other schools, P.S. 188 The Island School (01M188, “P.S. 188) and a District 75 Program, P.S. M094 (75M094, “P.S. M094), in M188. P.S. M094 currently serves grades 4-9 at M188. P.S. M094 students will graduate and enroll in other schools over the next few years and no students will be displaced. Space will be created through graduation of current students over the next several years, thereby reducing the total number of sections from nine to five with corresponding declines in student enrollment and space need. P.S. M094 will continue to serve middle school students in the building and enrollment will be based on the enrollment needs of District 75. M188 has a capacity of 1,010 and its 2008-2009 target utilization rate was 67%. In the long term, as P.S. M094 students matriculate, M188 will have sufficient space for the grade expansion of Girls Prep, and for P.S. M094 and P.S. 188 to operate at full organizational capacity. There will be no students displaced at P.S. M094 or P.S. 188 by the expansion of Girls Prep.

In 2010-2011, Girls Prep will add grade 6 and will serve grades K-6. Grade 7 will be added in 2011, and grade 8 will be added in 2012. The grade expansion of Girls Prep will create approximately 200-250 new middle school seats for female students in District 1. This proposal will create a high quality middle school option in District 1.

Grade Expansion of KIPP Infinity Charter School

I. Description of the subject and purpose of the proposed item under consideration.

In the 2010-2011 school year, KIPP Infinity Charter School (84M336, “KIPP Infinity”), an existing school that serves grades 5-9, will implement a gradual grade reconfiguration plan to expand its current grade configuration to K-8. (Grades 9-12 will be at sited M460, pending PEP approval). KIPP Infinity is currently housed in school building M195 (hereinafter referred to as “M195”), located at 625 West 133 Street in Community School District 5 (“District 5”). KIPP Infinity is currently co-located with I.S. 195 Roberto Clemente (05M195, “I.S. 195”) in M195.

The 2008-2009 target utilization rate of M195 was 66%, and its target capacity is 1,372. M195 has sufficient space for the grade expansion of KIPP Infinity and I.S. 195 to operate at full organizational capacity.

Beginning in 2010-2011, KIPP Infinity will serve grades K and 5-8 at M195. Grades 9-10 will be served at another location, which will be addressed in a future educational impact statement. Grade 1 will be added in 2011, grade 2 will be added in 2012, and grade 3 will be added in 2013. As KIPP Infinity’s reconfiguration plan is implemented, the school and the DOE will consider whether M195 will be able to accommodate KIPP Infinity’s and I.S. 195’s full operational capacity. The grade expansion of KIPP Infinity will create approximately 400 new seats in District 5. This proposal addresses the need to provide new high quality elementary options in District 5.

Co-location of New School 29Q327 with I.S. 59

I. Description of the subject and purpose of the proposed item under consideration.

In the 2010-2011 school year, a new DOE school that will serve all male students in grades 6-12, 29Q327, will open in school building Q059 (“hereinafter referred to as “Q059”) at 132-55 Ridgedale Street, Queens in Community School District 29 (“District 29”). Q059 currently houses I.S. 59 Springfield Gardens (29Q059, “I.S. 59”). 29Q327 will open with approximately 80-90 grade 6 students in 2010-2011 and will grow to scale with approximately 450-500 grades 6-12 students.

The 2008-2009 target utilization rate of Q059 was 57%, and its target capacity was 1,460. Q059 has sufficient space for 29Q327 and I.S. 59 to operate at full organizational capacity.

The co-location of 29Q327 will create for Queen’s parents and families an all male school option. No such option currently exists in District 29.

Co-location of Metropolitan Lighthouse Charter School with Existing Schools in X093 and X893

I. Description of the subject and purpose of the proposed item under consideration.

In the 2010-2011 school year, Metropolitan Lighthouse Charter School (“Metropolitan Lighthouse”), a new charter school that will serve grades K-12 at scale, will open and be temporarily housed in school buildings X093 (hereinafter referred to as “X093”) and minischool building X893 (hereinafter referred to as “X893”), located at 1535 Story Avenue, Bronx, in Community School District 8 (“District 8”). Metropolitan Lighthouse will open in 2010-2011 with approximately130-140 students in Kindergarten and grades 1 and 2, and will add one grade each school year until it is at scale in 2021-2022. The long-term site for Metropolitan Lighthouse that would serve the full organizational needs of the school at its full grade scale has yet to be determined.

Metropolitan Lighthouse will be co-located in X093 and X893 with P.S. 93 Albert G. Oliver (“P.S. 93”) beginning in the 2010-2011 school year. The 2008-2009 target capacity of X093 was 513, and its target utilization rate was 72%. The 2008-2009 target capacity of X893 was 157 and its target utilization rate was 103%. P.S. 93 is currently co-located in the buildings with Carl C. Icahn North Bronx Charter School (“Icahn North”). Icahn North, however, is moving out of the building prior to the start of the 2010-2011 school year. Thus, there will be sufficient space in X093 and X893 for Metropolitan Lighthouse and P.S. 93 to operate at full organizational capacity in 2010-2011.

The co-location of Metropolitan Lighthouse in X093 and X893 will help to address elementary school overcrowding in Soundview, and will serve to increase access to high quality elementary school options for students residing in District 8.

Co-location of Bronx Success Academy 2 with P.S. 146

In the 2010-2011 school year, Bronx Success Academy 2 (“BSA 2”), a new charter school that will serve grades K-8 at scale, will open and be temporarily housed in school building P.S. 146 (hereinafter referred to as “X146”), located at 968 Cauldwell Avenue, Bronx, in Community School District 8 (“District 8”). Bronx Success Academy 2 will open in 2010-2011 with approximately 155-180 students in Kindergarten and grade 1, and will add one grade each school year until it is at scale in 2017-2018. The long-term site for Bronx Success Academy 2 has yet to be determined.

Bronx Success Academy 2 will be co-located in X146 with P.S. 146 Edward Collins (“P.S. 146”) beginning in the 2010-2011 school year. The 2008-2009 target capacity of X146 was 674 and its target utilization rate was 84%. X146 has sufficient space for Bronx Success Academy 2 and P.S. 146 to operate at full organizational capacity for the 2010-2011 school year. As the school grows to scale, Bronx Success Academy 2 will need to relocate from X146. Before the start of the 2011-2012 school year, Bronx Success Academy 2 will move out of X146. Alternative siting options for Bronx Success Academy 2 will continue to be explored.

The co-location of Bronx Success Academy 2 in X146 will help alleviate overcrowding in District 8 elementary schools and will expand access to high quality elementary and middle school options for students residing in District 8.

Re-siting of Emolior Academy and Co-location with P.S. 214

I. Description of the subject and purpose of the proposed item under consideration.

In the 2010-2011 school year, Emolior Academy (12X383, “Emolior”), an existing school that opened in 2008 and currently serves students in grades 6-7 as it phases in, will move from its current location in Community School District 12 (“District 12”) to school building P.S. 214 (hereinafter referred to as “X167”), located at 1970 West Farms Road, Bronx, in District 12.

Emolior is currently housed in school building X834 (hereinafter referred to as “X834”), located at 1330 Bristow Street, Bronx, in District 12. It is co-located with P.S. 134 George F. Bristow (12X134, “P.S. 134”), a zoned elementary school serving students in PK-5, in X834 and X134.

In the 2010-2011 school year, Emolior will be co-located with P.S. 214 in X167. P.S. 214 is an existing zoned school serving 811 students in PreK-8. The 2008-2009 target capacity of X167 was 1,501 and its target utilization rate was 54%. Emolior Academy will complete its phase in by adding grade 8 in 2010-2011. X167 has sufficient space for Emolior Academy and P.S. 214 to operate at full organizational capacity.

X834 does not have sufficient space to allow Emolior Academy to reach its full grade scale. The re-siting of Emolior Academy toX167 will enable the school to have sufficient space to serve students once it is at scale, serving grades 6-8.

At this time, there is no plan for the use of space at X834 once Emolior moves out. Any proposal to site an additional school or program in the building will be addressed in a separate educational impact statement.

Co-location of New Transfer School with Existing Schools in X435

I. Description of the subject and purpose of the proposed item under consideration.

In the 2010-2011 school year, a new transfer school, (10X446, hereinafter referred to as “10X446”), a new DOE school that will serve grades 9-12, will open in school building X435, the Theodore Roosevelt Campus (“Roosevelt Campus”), located at 500 East Fordham Road, Bronx in Community School District 10 (“District 10”) with an enrollment of approximately 100-150 grades 9-12 students. Transfer schools are small, academically rigorous, diploma granting high schools designed to re-engage students who are over-age and under-credited or have dropped out of high school. Each transfer school determines its own criteria for admission. Interested students apply directly to the transfer school through its school-based process.

The Roosevelt Campus currently houses six schools: (1) West Bronx Academy for the Future (10X243, “West Bronx Academy”), a secondary school serving grades 6-12; (2) Belmont Preparatory High School (10X434, “Belmont Prep”), a high school serving grades 9-12; (3) Fordham High School for the Arts (10X437, “FHSA”), a high school serving grades 9-12; (4) Fordham Leadership Academy for Business and Technology (10X438, “FLABT”), a high school serving grades 9-12; (5) Bronx High School for Law and Community Service (10X439, “BHSLCS”); and (6) Knowledge and Power Preparatory Academy International High School (10X374, “KAPPA”).

The new transfer school, 10X446, will co-locate with West Bronx Academy, Belmont Prep, FHSA, FLABT, and BHSLCS. KAPPA, however, will no longer be located at the Roosevelt Campus. In separate educational impact statements published in December 2009, the DOE proposed the re-siting of KAPPA from the Roosevelt Campus to school building X415 as part of its proposals to phase-out and eventually close Global Enterprise Academy and Christopher Columbus High School. Pending approval of these proposals by the Panel for Educational Policy on January 26, 2010, before the start of the 2010-2011 school year, KAPPA will relocate from the Roosevelt Campus to space made available in school building X415 by the phase-outs and closures of Global Enterprise Academy and Christopher Columbus High School. The siting of the new transfer school, 10X446, at the Roosevelt Campus is contingent on approval of the proposals to re-site KAPPA and to phase-out and eventually close Global Enterprise Academy and Christopher Columbus High School.

The 2008-2009 target utilization rate of the Roosevelt Campus was 92%, and its target capacity is 2,757. The building has sufficient space to accommodate the new school, WBAF, Belmont Prep, FHSA, FLABT, and BHSLCS. The new school will provide students with a new transfer school option in the Bronx.

I think many people forget that. Yes there are some bad and good teachers just like dentists and car salesman. Everyday I deal with one of the most important commodities, children. I'm all for linking my pay to my students' test scores as long as two tests are given. One at the beginning of the year as a baseline and one at the end. I shouldn't be held responsible for the 8 years of bad math kids come to me with in high school or the fact that they had substitutes 4 times in school for extended periods of time because the elementary teachers are always out having babies or the fact that the average teacher quits within the first few years. Have you ever looked into the turnover rate for teachers? When my kids show the improvement, I expect to be shown the money. The money isn't out there! Another problem is that there are too many variables to accurately and fairly control them to make evaluating teachers.
